Start to finish: 'Amid arms' (5) in Citadelum

In this fifth mission of The Rise of the Roman Empire campaign, you don't have to fight. You will have to upgrade your city to a new higher Prestige Level and you'll be discovering the map.
Story
Cyrene, 31 BC. Gaius Octavius is determined to put an end to the threat of Marcus Antonius once and for all. Their armies have clashed in the naval battle of Actium in Greece, from which Octavius has emerged victorious. Finally Octavius prepares to enter Alexandria. But first, he orders you to set up a camp to serve as a liaison point with the forces of Cornelius Gallus, which have been deployed around Cyrene.

Walkthrough
When starting the mission Amid arms in Citadelum, you will see that an even larger part of the map than last mission is not fertile. On the mini map, it looks like there is barely any fertile soil - which is partly correct.
A few of the green blotches really don't bother mentioning, others are okay in size. The northern corner is substantial enough to build plenty of farms, so you should stick to that part.
This does not affect your city building. Especially in the south, below the mountain range, there should be plenty of space for your city to emerge.
Basic city layout
In the center of the map, you'll find a 'mountain range' (a couple of big rocks and a raised plateau). This is an ideal spot to place the forum.
Once you found the right spot and built the forum, start with building a basic city layout.
For Prestige Level 7 (one of the objectives) you will need 160 Plebeians and 80 Patricians. If you intend to get your Plebeians' houses upgraded to level 5, you will only need 7 houses. 9 houses at level 4 or 14 at level 3. Your choice!
Basic City Layout in Citadelum
Citadelum is a city builder set in Roman times. The main focus, especially at every game you start, is to build up the city.
Aside from maybe a challenge in finding the right space, your start will almost always be the same. You should really pause the game and build:
- Market
- 8 Plebeian houses
- Reservoir + aqueduct
- Logging camp, iron mine, stone quarry, warehouse
- Wheat farm, granary
- Engineers' post and fire station covering everything
Once you've built all of this, unpause the game and watch as Plebeians move in to your city and start working the jobs you are offering.
It will only take a minute or so for your Prestige Level to rise to level 2, which means you can start preparing for Patricians. Build a melon orchard and cabbage orchard, then the tax office, a market and finally 8 Patricians' houses.
Again, the amount of houses you theoretically need is based on the level you intend to upgrade them too. Level 5: only 4 houses. 6 houses at level 4, 7 at level 3. But seeing as Patricians are your money makers, you might as well build some more.

If you have excess Plebeians, don't hesitate to put them to work in the Wheat field. Build an extra one if you want. 3000 wheat is quite a bit, might as well get started on overproduction.
Just wait until you reach the next Prestige Level. It won't take too long.
If you want to mine some extra stone, Apollonia will help you out. They will buy 240 units of stone at 3 Denarii a piece, giving you an extra boost of 720 Denarii per day. Great for those early day expenses!
Prestige Level 3 & 4
Get a head start on food production for higher level Plebeians by adding a Carrot orchard, an Onion orchard and another Wheat field to the food production hub. You should probably add a second Granary too.
To attract more Plebeians, add some hedges, gardens and trees to upgrade their houses to level 2 and offer more bedroom space. You will need 60 Plebeians to reach Prestige Level 4, which unlocks the beloved fountain.
To get some money rolling, build a Bakery, a Fishing dock and a Fishmonger. This will allow you to upgrade Patricians to higher levels, adding a hefty sum of money to your financial balance.
Add some decorations to upgrade both Patricians' houses to level 2 and Plebeians' houses to level 3. Build them Baths to keep them clean and happy.
Prestige Level 5 & 6
With just the Plebeians' houses at level 3, you will have enough room for your population to grow to take your city to Prestige Level 5.
Make sure you are producing stone bricks at the Stonecutter so you can build temples. Also build an Iron mine to produce a little iron. You need 40 iron to build the Explorer training building and some extra for decorations.
Build a Recruits' barracks and an Explorer training building. They only require grain to be trained and you should have plenty of that. Train 2 explorers to tick off your first objective. ✅
Start building animal farms. 2 Cow farms for milk, 2 Chicken farms for eggs and a Pig farm for pigs. Then build 2 Butcheries to turn the pigs into Pork steaks.
Prestige Level 7
If you have placed enough decorations around your houses, you will attract enough citizens to level up to Prestige Level 7 ✅ without too much effort.
While you are tending to your city, the Wheat fields will produce their wheat. You should see your stock levels increase day by day, until the button "Send to Rome" starts flashing. Hooray, another objective made! ✅
Of course, if that doesn't go fast enough, build another Wheat field or add more workers to the force.
At this Prestige Level, the Gods will demand 2 temples to be built in their name. Build an extra set of temples if you want to keep them happy.
Discover 4 cities without meeting an enemy
Now, the only objective left is to discover 4 cities. With 3 explorers, this can go very quickly. You won't even have to run into enemy armies, which will keep the chance of being raided very small.
If you are looking to finish this mission, don't worry about any raids. Your city might suffer a raid if you misstep your explorer, but those raiders will trash a few buildings and leave. You're probably done exploring by the time they disappear.
If you intend to play on after you completed all 4 objectives, I suggest you protect your city with guards before you start exploring the map.

This choice is yours. If you want to expand your empire, here are some pointers:
- There are 4 enemy legions on this map. They are stationed west of Ptolemais, west of Agabis, west of Balagrae and south of Darnis.
- Balagrae sells 150 ivory at 7 Denarii per unit, Apollonia buys 150 ivory at 10 Denarii per unit. 450 Denarii per day easy profit.
- The whole map is riddled with artifacts. Try to explore every territory to have the largest chance of finding them.
- 2 Territories west of Balagrae is another city, protected by a legion. It is called Barke and will sell Marble. Marble is bought by Ptolemais.
- To the far west is Arsinoe, a city also trading Ivory.
